JERSEY CITY - U.S. Rep. Albio Sires (D-West New York) been in Congress for almost two years, and he says his second year was a big improvement on the first, in part because he feels focused in his new job as a member of the House Transportation and Infrastructure Committee.

"It takes a while to be effective because it’s very much based on seniority," Sires said of the Congress. "The first year was very difficult. I was new. The entire Democratic Congress was new.

"But I have a mission now," said the freshman congressman. "I still enjoy being on the foreign affairs committee very much, but I also have transportation now and that’s critical. My job is to go after the money for transportation and infrastructure projects."

Sires has confidence he can get federal money for the ARC (Access to the Region’s Core) Tunnel, but he needs the state to get in gear.

The Senate and Assembly both passed laws disbanding and reforming the Joint Legislative Committee on Ethical Standards earlier this year.  But so far, only two of the new committee’s eight seats have been filled.

That’s because it’s hard to find people interested or eligible to serve, according to Rick Wright, executive director of the Assembly Republicans.

“We are going to make appointments, but like everyone else we’re having a hard time finding people,” he said.

The Joint Legislative Committee on Ethical Standards has been widely considered a joke for most of its existence.  It averaged one sanction against a legislator every 10 years during its nearly four decade lifespan.  Meanwhile, filing toothless complaints with the committee became standard fare during the legislative campaign season, when candidates or their allies would file a complaint against an opponent and then issue press releases trumpeting it.

Amid the shockwaves that hit the political community last night over the revelation that Assemblyman Neil Cohen (D-Union) is under investigation for possession of child pornography, four legislative leaders from both sides of the aisle have requested that the Office of Legislative Services begin installing the “most aggressive” possible internet filtering software on all of the legislature’s computers.

A joint statement by Senate President Dick Codey, Assembly Speaker Joseph Roberts, Senate Minority Leader Tom Kean, Jr. and Assembly Minority Leader Alex DeCroce said that this morning they directed the Office of Legislative Services to “immediately pursue installing the most aggressive Internet filtering software available on all computers in the Legislature.”

State Sen. Thomas Kean, Jr., (R-Union) became minority leader just as a new band of hungry Republican legislators came up from the General Assembly to assume their Senate seats.

Another under 40 senator with statewide aspirations might send out at least back channel messages of panic in the face of a baseball roster's worth of new GOP talent.

And indeed there have been some nose-to-nose moments in the last few months since Kean made caucus boss, notably between the patrician leader and the headstrong state Sen. Kevin O'Toole (R-Essex).

But according to his colleagues, the stoic Kean has generally met the onrush by embracing it; and has assumed a statesmanlike stance while tapping the scrappy skills honed by his freshmen senators in the lower house.

William Jobes, the Director of News and Public Affairs at NJN for the last 21 years, is retiring next month, according to the network.

Network spokeswoman JoAnne Ruscio said that a successor has not yet been named.

“From Governor Tom Kean to Governor Jon Corzine, Jobes has guided the newsroom in its coverage of issues and policies and legislative actions – providing facts and commentary to keep NJN’s viewers and the state’s residents well-informed about their government,” read a statement from the network.

Instead of holding a press conference at Sandy Hook National Park tomorrow to talk about the environment, presidential candidate John McCain will be at Liberty Science Center in Jersey City. 

The event begins with a press conference at 11:00 a.m., followed by a tour of an exhibit with former Gov. Tom Kean, Sr.

The Sandy Hook event was canceled due to rain. 

Perhaps it wasn’t the best strategic campaign stop for John McCain, but he came to Hamilton today anyway accompanied by an entourage of nationally prominent Republicans and even one former Democratic vice presidential candidate.

Joining McCain today at the Colonial Volunteer Firehouse were Rudy Giuliani, Sen. Joe Lieberman [I/D-CT], Sen. Phil Graham [R-TX], Sen. Lindsey Graham [R-SC], Florida Gov. Charlie Crist and Rep. Vito Fossella [R-NY].

It was also a time to shine for McCain’s tried and true New Jersey supporters – especially those who backed the candidate even when his campaign was hobbled by low cash and low poll numbers: State Senators Bill Baroni, Kevin O’Toole and Sean Kean; GOP State Chairman Tom Wilson; Morris County Freeholder John Murphy; former 9th district congressional candidate Vincent Micco and Bergen County Clerk Kathe Donovan. 

Senate Minority Leader Thomas Kean, Jr. wants the state Attorney General to investigate the possible violation of Steve Lonegan’s first amendment rights. Lonegan, a former Bogota Mayor and possible 2009 candidate for Governor, was arrested on Sunday outside Middle Township High School where Gov. Jon Corzine was holding a town meeting.

The Monmouth University/Gannet New Jersey poll released this morning seems to have turned the conventional wisdom of New Jersey presidential politics on its head, especially on the Republican side, where John McCain has pulled even with Rudy Giuliani. But none of the state’s most prominent presidential candidate backers expressed much surprise today.

The most shocking number in the poll put John McCain leading 29-25% -- within the 4.5% margin of error. Just one month ago, according to a Quinnipiac poll, Giuliani had a 22 point lead over McCain, while three months ago that lead was 36 points. And in a Bergen Record poll published Sunday, Giuliani led McCain by 16 points.
