“Assembly bill 3441 which provides for the funding of casino regulation during period when the annual appropriations act is not in effect is almost certainly unconstitutional according Stuart Rabner the current Attorney General and most likely the next Chief Justice of the New Jersey Supreme Court. Additionally, the non-partisan Office of Legislative Services supports the A.G.’s position stating that ‘....A-3441 is inconsistent with the requirements of the constitution’s appropriations clause and, therefore constitutionally ineffective.’”
“Atlantic City’s casinos are the economic engine that powers the economy in South Jersey and the hard working men and women who depend on them need real protection not ineffective feel good legislation. Should the state shut the casinos again the bill that passed the Assembly today will not keep the casinos open only an amendment to the constitution will fund the casino regulators. In order to protect South Jersey the legislature should move quickly on SCR-144 which would amend the constitution and protect the economy of the entire region.”
