U.S. Senator Robert Menendez will face a minor primary challenge from James Kelly, a resident of a group home for the metally disabled in Morris County. Kelly sought the Democratic nomination for Governor in 2005 and ran for Congress in 1998. Menendez becomes the first incumbent United States Senator with a challenge for his party's nomination since 1988, when Frank Lautenberg was opposed by Elnardo Webster, Jr., the father of attorney Elnardo Webster III, a key player in the campaign of Newark mayoral candidate Cory Booker. Webster won 15% of the vote in that race.
