Has anyone done a study on the towns that got Homeland Security money in these studies?
When this first broke, they were saying how Manville and South Bound Brook -- both in a Republican legislative district -- got nothing. But Manville is a VERY solid Demcoratic town, and South Bound Brook is a VERY solid Republican town.
I just wonder -- and have done no studies to back up my wondering -- if the reason these studies focus on legislative districts is because that looks worse than if you study it by town.

Yes, I think the Star Ledger did. When divided by legislative district, while 90% went to Democratic legislative districts, "only" 70% went to Democratic towns. A town by town analysis can be quite tricky considering the sheer number of New Jersey municipalites with non-partisan elections, though.
